Collusion between officials and terrorists groups should not come as a surprise. Over the years we have seen the CIA fund terrorists groups to destabilize governments for national security reasons.

((In the P.I. the support of terrorism is quite simply a matter of protecting a business model. What is known is that there are kidnapping syndicates that “kidnap for ransom” to generate income, this even extends to raising money for political campaigns.
These syndicates are endorsed by powerful officials, the military and PNP adopt a hands off approach or even assist in the whitewash of crime. The instability in the southern parts of P.I. is a convenience for corrupt officials, of which there are many.
Even though it was a human tragedy, the Sri Lankan government has shown how terrorist groups can be irradiated if there is the political will to do so.
For whatever sinister reasons, in P.I. the status quo is being maintained.))

Abu Sayyaf, military ‘colluding’

London-based rights group Amnesty International (AI) on Thursday urged the Philippine government to look into what it described as a collusion between the military and the terrorist group Abu Sayyaf. Aurora Parong, Amnesty International Philippines section director, said it was puzzling why the Abu Sayyaf was getting away with its violent acts despite the authorities’ claim that it was close to wiping out the group.
“The Abu Sayyaf is doing [its] kidnapping acts with impunity, making things worse for Mindanao because people [there] are also dealing with armed conflict. The government should look into the conspiracy between the Armed Forces and the Abu Sayyaf,” Parong told during the launch of the AI Report 2009: The State of the World’s Human Rights.
Mindanao in southern Philippines, reeling from nearly four decades of communist and separatist insurgencies, is the base of operations of the Abu Sayyaf. The group has been linked to al-Qaeda and Jemaah Islamiyah (JI), another terrorist group commanding operations from its Southeast Asia base.
Parong said such conspiracy between the military and the Abu Sayyaf could be confirmed by the kidnappings of members of the International Committee of the Red Cross (ICRC), teachers and farmers, besides the beheading of hostages held by the terrorist group.
The terrorist group has been holding hostage Eugenio Vagni, an Italian Red Cross volunteer worker, since January 15. “They [authorities] should ask the locals there [Mindanao]. There is much insecurity there and people are not safe even in their own homes. They live in fear,” she added.
Her statements came a day after the United States government announced a $2.5-million, or P113-million reward, in exchange for information that would lead to the capture of three ranking officials of the Abu Sayyaf—Radullan Sahiron, Abdul Basit Usman and Khair Mundos. Human-rights crisis Parong also warned of an impending human-rights crisis in Mindanao because of sporadic clashes between the military and Moro Islamic Liberation Front (MILF) since August over the aborted signing of an agreement on ancestral domain.
The MILF has been fighting for an independent Islamic state in Mindanao since the 1970s. So had the Abu Sayyaf in the 1990s until it turned into kidnapping and banditry.
She cited the AI Report 2009: State of the World’s Human Rights on the Philippines which revealed that human-rights abuses and breaches of international humanitarian law were committed by the government and the MILF during the renewed conflict.
The report said that more than 610,000 people were displaced and over 100 unarmed civilians killed during clashes between soldiers and rebels in Mindanao last year.
Parong also hit at the authorities for arming civilians and calling them “auxiliaries.” “Civilians should not be attacked and arming them is equally unacceptable because they lack training for military duties,” she said. “Based on our experience on the ground, such paramilitary presence just fuels abuses.”
