The police, when accused, always ask for "the proof". Everyone knows what they do, but it is difficult to prove in their country, but not in a civilized country.

Robbery suspect names Manila cop as protector

An arrested robbery suspect named a Manila policeman as the protector of robbers and snatchers in the Quiapo area.
During a press briefing yesterday, Jose Araña, 49, of Arlegui, Quiapo, said "all robbers… and snatchers in Quiapo remit their loot to Chito Malaluan," a policeman reportedly assigned to the Santa Cruz police station.
He made the allegation in front of journalists in the office of retired colonel Franklin Gacutan, chief of the Mayor's Complaint and Action Team at the Manila City Hall yesterday.
Araña was nabbed by traffic enforcers of the Manila Traffic and Parking Bureau after they heard the shouts of a female student whose cell phone was snatched.
Araña said he was compelled to steal for fear of being beaten up by Malaluan, who allegedly beats up his companions if they could not remit the valuables they had stolen.
Manila Police District director Roberto Rosales ordered a face-to-face confrontation between Araña and Malaluan.
"I will not condone the wrongdoings of my men. But definitely I will give more weight to the statement of the accuser for being brave enough to accuse a policeman," Rosales said.
Santa Cruz police station chief inspector Romulo Sapitula said Malaluan claimed Araña's statement is "just a way of getting back at him" after he arrested and charged him in court for robbery.
However, Sapitula said he will direct Malaluan to face the accusations squarely and without threatening his accuser. Araña, meanwhile, is asking for protection from the Manila City Hall, saying his days are numbered.

MANILA, Philippines -- Two policemen assigned to the Ninoy Aquino International Airport (NAIA) were arrested Wednesday morning and are being investigated for allegedly extorting money from a Singapore-bound woman.
Manila International Airport Authority (MIAA) general manager Alfonso Cusi said the two personnel of the Airport Police Department were caught accepting P5,000 from the passenger around 4:45 a.m. Wednesday at the departure lobby of the NAIA Terminal 3.
The MIAA has withheld the suspects' names pending a full investigation while the passenger asked that her identity not be made public.
In her complaint, the passenger said she was unable to leave for Singapore on Jan. 26 after Bureau of Immigration agents questioned documents supposed to prove she could afford to stay in the city-state.
She said the two policemen approached her and offered to facilitate her departure in exchange for P5,000 and gave her mobile phone numbers.
She was then instructed to rebook her ticket on the next available flight, which was 6:25 a.m. Wednesday.
However, the passenger filed a complaint with the MIAA and the agency's Intelligence and Investigation Department organized a sting.
Cusi said he has placed the two policemen on preventive suspension.
"We will not spare anyone," he said. "Overly enterprising airport personnel who engage in unlawful activities for their personal gain will definitely be made to answer for their misdemeanors."

The policemen arrested, caught in the very act of extortion, are being protected by their superiors because their superiors are in on the extortion! Neato, huh?
